On 14 September, the National Energy Board announced the declaration of the national whole-county pilot.

(1) Total size: 31 provinces, municipalities and autonomous regions (including Xinjiang Corps) nationwide submitted a total of 676 counties (districts and cities) for declaration of pilot counties. There are about 2,856 counties nationwide, and this time 676 counties declared as demonstration counties, accounting for about 24% of the country! Mainly distributed in the southeastern provinces with good distributed development!
(2) Time requirements: the proportion of public institutions, industrial and commercial plants and rural rooftops built with photovoltaic power generation reaching 50%, 40%, 30% and 20% respectively by 2023 will be listed as whole counties (cities and districts) rooftop distributed development demonstration counties, to be promoted nationwide.
(3) installed penetration rate: village and town transformers can be connected to household PV scale in principle should not be less than 80% of the transformer capacity.
